In the address bar of your Chrome browser, type or copy-paste: 
chrome://flags/#download-bubble and hit Enter.

Step 2: Disable the Download Bubble


On the Chrome Flags page, you'll see the "Enable download bubble" right at the top. Click on the drop-down menu located on the right side of it and choose "Disable".

Step 3: Relaunch Chrome


Once you've disabled the download bubble feature, you'll notice a large "Relaunch" button at the bottom of your screen. Click on it to refresh Chrome with the changes.

Voila! Your downloads will now appear at the bottom of your screen just like they used to.
Indeed, the new location of download notifications near your extensions on the top might be considered a practical choice by some.
